Service Description
Course Overview This School-Based Active Shooter Tabletop Exercise (TTX) is designed to provide Elsa ISD administrators, staff, school safety personnel, and responding law enforcement with a structured, discussion-based training environment. The exercise focuses on coordinated decision-making, communication, and role clarity during an active shooter incident on a school campus, in accordance with Texas School Safety Center guidance and Senate Bill 1852 requirements. The tabletop emphasizes prevention, response, reunification, and recovery, integrating Incident Command System (ICS) principles, school emergency operations plans (EOPs), and law enforcement response protocols. Learning Objectives -Upon completion of this tabletop exercise, participants will be able to: -Identify roles and responsibilities of school staff, administrators, and law enforcement during an active shooter incident. -Demonstrate proper activation of school emergency protocols and 911 notification procedures. -Apply Incident Command System (ICS) concepts during a school-based critical incident. -Evaluate communication flow between school personnel, Elsa ISD administration, Elsa Police Department, and emergency responders. -Assess lockdown, evacuation, and reunification decision-making based on evolving threat conditions. -Identify gaps and vulnerabilities in current Emergency Operations Plans (EOPs). -Ensure compliance with Texas School Safety Center guidance and SB 1852 requirements. -Discuss post-incident recovery considerations, including mental health response and continuity of operations. This exercise focuses on decision-making, communication, and role clarity rather than tactical execution. Participants work through a realistic, high school–specific scenario that unfolds over time, requiring school administrators, staff, and law enforcement to apply established emergency procedures, Incident Command System (ICS) principles, and district Emergency Operations Plans (EOPs). The exercise is conducted in a no-fault learning environment, allowing participants to identify strengths, gaps, and areas for improvement without attribution of blame. Findings from the discussion are documented in an After-Action Review (AAR) to support corrective actions, future training, and compliance documentation.
