Service Description
This 8-hour course is designed to prevent in-custody deaths through proper recognition of risk factors, safe restraint techniques, early medical intervention, and legal compliance. The course integrates Texas statutes, federal case law, practical application, and scenario-based training to equip officers with life-saving skills and reduce agency liability. By the end of this course, the student will be able to: • Identify at least five risk factors leading to in-custody deaths (e.g., positional asphyxia, excited delirium, cocaine psychosis, medical distress). • Apply Texas-approved restraint techniques that minimize the risk of asphyxiation and death. • Demonstrate correct post-restraint positioning and monitoring to prevent positional asphyxia during practical exercises. • Recognize signs of excited delirium and medical emergencies and initiate proper emergency medical response per TCOLE and agency policy. • Analyze two landmark case law decisions (e.g., City of Canton v. Harris, Estate of Phillips v. City of Milwaukee) to understand legal implications of failure to monitor detainees. • Perform a structured in-custody safety check according to agency and state guidelines with 100% procedural accuracy.
