Course Overview: This 8-hourse TCOLE credit course equips Texas peace officers with the legal knowledge, observational skills, and procedural readiness to respond effectively to allegations of improper educator–student relationships in school-based settings. Drawing from Texas Penal Code §21.12, Education Code §21.006, and Family Code §261.101, the course breaks down legal definitions, investigative responsibilities, and reporting mandates related to educator misconduct involving students. -Identify key indicators, behavioral red flags, and patterns associated with improper educator-student relationships using case-based scenarios and investigative case studies. -Analyze applicable state statutes, penal codes, and administrative laws governing improper relationships between educators and students, with emphasis on jurisdiction-specific legal elements. -Distinguish between criminal conduct, policy violations, and boundary infractions in educational settings to determine investigative jurisdiction and procedural authority. -Evaluate evidence sources, including electronic communications, social media, student statements, and mandated reporter reports, for evidentiary value and admissibility. -Formulate an investigative strategy for allegations involving educators and students that balances victim protection, legal sufficiency, media sensitivity, and institutional cooperation. -Apply trauma-informed interview techniques when interacting with student victims, peer witnesses, and school personnel during investigative procedures. -Collaborate effectively with school administrators, Child Protective Services (CPS), and prosecutorial entities to ensure multidisciplinary case management and legal continuity. -Develop agency-specific policies and reporting protocols for responding to allegations of improper educator-student relationships, ensuring alignment with state law, agency ethics, and public transparency expectations. Participants will learn how to identify red flags of grooming behavior, navigate the distinction between administrative and criminal investigations, preserve digital evidence, and collaborate with school districts while respecting FERPA, Title IX, and child advocacy protocols.
